《上海外語口譯證書考試》是上海緊缺人才培訓工程重要項目之一，由上海市高校浦東繼續教育中心（PCEC）負責組織實施。自1995年6月開考至2004年秋季，已有19.82萬人次報考，1.71萬人經考試（含筆試、口試）合格獲得由上海緊缺人才培訓工程聯席會議辦公室頒發的《上海市外語口譯崗位資格證書》，近千人獲得由上海市外語口譯崗位資格證書考試委員會頒發的《上海市英語口譯基礎能力合格證書》。

項目來源： 20世紀90年代初由上海市高校浦東繼續教育中心開發，經由市政府領導牽頭，市委組織部、市人事局、市教委、市成教委組成的上海緊缺人才培訓工程聯席會議辦公室審核確認。

專家設計： 根據不同語種分別建立專家組負責考試設計。

教考分開： 實行社會化培訓，上海市高校浦東繼續教育中心組織考試，不承擔培訓任務。

操作規范： 命題、試卷製作、試卷運送、保管、監考、督考、評卷、保密等都有嚴格的制度保證。

收費合理： 明確標價，考試收費標准由上海市物價部門審核批准。英語高級口譯筆試、口試各210元；英語中級口譯筆試、口試各180元；日語口譯筆試、口試各200元；英語基礎能力筆試、口試共200元。（以上費用為上海地區考務費、報名費，外省市考點的考生另增加代辦費）

頒發證書： 對英語高級口譯、英語中級口譯、日語口譯筆試、口試全部合格者頒發《上海市外語口譯崗位資格證書》，筆試合格者可辦理《上海市外語口譯筆試合格證書》；對英語口譯基礎能力筆試、口試全部合格者頒發《上海市英語口譯基礎能力合格證書》。

「日語口譯崗位資格證書」考試：綜合筆試包括聽力、閱讀、英譯漢、漢譯英四部分，考試時間為150分鍾。口試包括口語和口譯兩部分，約20分鍾。培訓教材為上海緊缺人才培訓工程教學系列叢書（第二版），共五冊：聽力教程、閱讀教程、翻譯教程、口語教程、口譯教程

「英語口譯基礎能力」考試：筆試以聽力形式舉行，包括聽寫、聽力理解和聽譯，考試時間為45分鍾。口試包括口語和口譯兩部分，約25分鍾。教考分開：實行社會化培訓，上海市高校浦東繼續教育中心組織考試，不承擔培訓任務。
